Oasis in Heaton Park 4th, 6th and 7th June 2009

Oasis are performing in Heaton Park on Thursday 4th, Saturday 6th and Sunday 7th 2009.
The event management team are distributing this leaflet to nearby residents this weekend, but no doubt the concerts will affect everyone in Prestwich.

Heaton Park is to host three of the most prestigious concerts for years when local boys Oasis play their triumphant homecoming shows in one of Europe’s finest open spaces in June. Each of the three concerts will play to an audience of 70,000 and it’s a fantastic success story for Heaton Park after all the investment and work that has gone into the grounds over the past few years.

From the outset of the planning process, the Parks Management Team and our partners have been making every effort to ensure that any negative impact on the neighbourhood and particularly local residents is kept to a minimum. We genuinely want to be good neighbours and to minimise disruption and inconvenience whereever possible.

Please see below information relating to the concerts and measures we are putting in place to minimise noise.

Oasis will be playing on Thursday 4th June, Saturday 6th June, and Sunday 7th June 2009.

The Concert Arena gates will open at 2pm, no acts will perform before 5pm and the concerts will finish at 11pm.

In preparation for the concerts the pa company will need to set the sound system up and then the musicians will be carrying out sound checks in the days leading up to the concerts. This is the 7th month of an Oasis World Tour so these are not ‘rehearsals’ but these soundchecks are to balance the sound system which will minimise the noise carried to residents whilst optimising the experience of those at the concert. This needs to be re balanced after each concert and takes into account sound monitoring results and changing weather conditions. The proposed schedule for soundchecks is as follows. All steps will be taken to minimise the noise impact * of these rehearsals and we will have specialist noise consultants on hand to monitor the sound levels.

The times there will be noise are as follows;
3rd 11.00am – 1:00pm This is when the PA will first be tested and for the main Oasis soundcheck.
+ 3:30pm – 8:30pm
4th 10.00am – 1.00pm This is for the support artistes.
5th 11.30am – 2.30pm This is to make any necessary adjustments from the previous nights sound readings and concert sound.
6th 10.00am – 1.00pm This is to make any necessary adjustments from the previous nights sound readings and concert sound.
7th 10.00am – 1.00pm This is to make any necessary adjustments from the previous nights sound readings and concert sound.11.00am – 1:00pm + 3:30pm – 8:30pm

On showdays the Gates open at 2pm when there will be ‘background music’ played. On Thursday the first act on will be 5.45pm and on Saturday and Sunday the first acts will be on 5.05pm. The concerts end by 11pm each night. There will be professional noise consultants monitoring sound levels at each concert.

We will be staffing a Community Information Hotline telephone service in case you wish to contact us for any reason on 3rd June 2.30pm – 8.30pm, 5th June 8am-8pm, and concert days from 8am until 1am. 01. What is the number of the Community Information Hotline for the Oasis concerts?

The community information hotline number will provide residents with information or assist to address issues that arise on the days of the concerts. Operators will take details of the request / complaint and contact the appropriate department or contractor to action a response.

02. How are people travelling to the venue?
Ticket holders have been provided with information directing them to the Park and Ride facilities at Bowlee, Rochdale if they are driving. An event specific bus service is running from the city centre – from Lever Street and Corporation Street - and existing bus services and the Metrolink will also be key modes of transport. A number of pre-booked coaches will also be bringing ticket holders
to the venue and will be parked on site.

03. What roads will be closed and when?
Road closures are only being put in place on each concert date to assist the egress of concert goers from the site. These will be from 21.30until 01:00and implemented on:
•Bury Old Road (from Sheepfoot Lane to Heys Road)
•Sheepfoot Lane
Full signed diversions will be in place and Marshalls will be on hand to assist.

06. What if road closures affect access to my property?
Marshalls will be in place to facilitate resident access to roads affected by the closures.

07. Where will concert visitors be parking?
All concert visitors are being directed to a special Park and Ride facility at Bowlee in Rochdale – where shuttle buses are available to transfer them to the park - and to car parks in the city centre where existing public transport to the park can be used.

08. What measures are being taken to stop people parking in the residential areas surrounding the park?
Concert visitors have been advised that there is no parking in the area around Heaton Park and they should plan their route using
public transport or make use of the event’s Park and Ride facility. Cones and signage will be positioned at the entry roads to surrounding residential areas to reinforce the restrictions on concert traffic parking.

10. Is there a cleansing operation in place for areas outside the park?
Yes – the Local Authorities are working with the concert promoters to provide a full cleansing service to the surrounding area for the period of the event.

11. Who should I contact if I want to report issues to do with litter or street cleansing as a result of the concert?

12. What has been done to avoid excessive drinking in the area?
The concert promoters, Local Authorities and Greater Manchester Police are working with all licensed premises and retailers in the area and police and security measures have been put in place to assist to manage alcohol consumption in public areas.

13. Will I be able to use the rest of the park, and if so, will it be safe?
Yes – the rest of the park is open as normal. Additional security measures are being put in place across the period of the concert with a large number of security personnel assigned to the area.

14. Will the area around the park be safe?
Security staff will be positioned on Sheepfoot Lane and Bury Old Road to provide crowd control measures outside residential and business properties. Greater Manchester Police will have an event specific operation in place before, during and after the concerts.
